VCOE e-Learning — Terms of Service

These Terms govern your use of VCOE e-Learning (the "Platform"), operated in support of the Ministry of Investment, Trade and Industry (MITI)'s Virtual Centre of Excellence initiative. By using the Platform, you agree to these Terms and our Privacy Policy.
1) Who Uses the Platform
The Platform connects Trainers (who create and deliver courses and training content), Trainees (who enrol in and complete that content), and Organizations (who manage Trainers and oversee training programmes on the Platform).
2) Your Account
You need an account to enrol in, purchase, or publish content. You're responsible for keeping your account details accurate and your login credentials confidential, and for all activity that happens under your account.
3) Using the Platform
Use the Platform lawfully and respectfully. Don't upload illegal, harmful, or infringing content; don't share your account or bypass access controls; and don't misuse features such as live classes, consultations, Virtual Networking, Knowledge-Sharing Sessions, or the Technology Showcase. We may review, moderate, or remove content that breaches these Terms or applicable law.
4) Courses, Payments & Certificates
Course prices are shown at checkout, and applicable taxes will be added where required. Payments are processed through our approved payment providers. When you purchase a course, you get a limited, personal licence to access it — you may not resell, share, or redistribute it. Certificates are issued based on course completion (and, where applicable, a submitted review); we don't guarantee employment or regulatory outcomes from any certificate.
5) Content Ownership
Trainers retain ownership of the content they publish and are responsible for having the rights to publish it. By publishing, a Trainer grants the Platform a licence to host and deliver that content to enrolled Trainees. Our own branding, logos, and platform design remain our property.
6) Privacy & Data Protection
We handle personal data in accordance with the Personal Data Protection Act 2010 (PDPA) and our Privacy Policy, which explains what we collect, how we use it, and your rights.
7) Organization Accounts
An Organization account lets an entity manage its own Trainers and training programmes on the Platform. The Organization's administrator is responsible for how its account and users are managed.
8) Compliance with Malaysian Law
You agree to comply with applicable Malaysian laws, including the PDPA, the Communications and Multimedia Act 1998, the Consumer Protection (Electronic Trade Transactions) Regulations 2012, and — where your content involves controlled or dual-use technology — the Strategic Trade Act 2010.
9) Disclaimers & Liability
The Platform and its content are provided "as is," without guarantees of specific outcomes. To the extent permitted by law, our liability for any claim is limited to the amount you paid us for the relevant service in the 12 months before the claim.
10) Suspension & Termination
We may suspend or close an account that breaches these Terms or poses a security or legal risk. You may close your account at any time.
11) Changes to These Terms
We may update these Terms from time to time. Continued use of the Platform after changes take effect means you accept the updated Terms.
